Housing Development Administration of the Republic of Türkiye (TOKİ), primarily aims to produce national-scale solutions to housing and urbanization problems in Türkiye. TOKİ continues its activities in coordination with the Ministry of Environment, Urbanisation and Climate Change, to which it is affiliated, in order to provide sufficient number of safe and affordable social housing units for the target groups in need within the country's healthy urban environment.

In line with the Government Programs and legal mandates, since 2002 TOKİ has been tasked with focusing on developing housing projects for low and middle-income target groups to meet the demand for quality and affordable housing in 81 provinces and districts across the country.

Disadvantaged groups are TOKİ's priority in social housing program. The social housing program targets mainly the low and middle-income people who cannot own a housing unit under the existing market conditions. Social housing program consist the projects targeting poor groups, low-income families, middle-income families and urban renewal/transformation projects, and additionally the housing projects under the title of disaster management and restructuring.

The other activities are mainly the agricultural village projects, migrant dwellings, restoration of buildings of historical-cultural importance, cooperative credits and housing credits for victims of war.

Within the scope of the "Planned Urbanization and Housing Development Mobilization" of the Governments of Republic of Türkiye since 2002, 1.703.904 housing units' productions in 81 provinces have been given start at 6.868 construction sites. (by August 2025)

1.554.051 of the houses produced (91,20%) are social type housing units.

8.961 tenders amounting to 2 trillion 984 billion Turkish Lira (including VAT) has been finalized at construction and project stages.

TOKİ also holds a regulatory position providing sampling in the housing market of Türkiye without competing with the private sector, facilitating and pioneering housing production by private enterprises prioritizing qualified and contemporary production, producing models and trying to balance the market.

One of the most important items in TOKİ's portfolio is the rapid and safe construction of disaster housing and the necessary infrastructure and social facilities in coordination with relevant organizations in disaster areas to resolve the urgent permanent housing problem that arises after natural disasters in our country.

TOKİ's experience in post-disaster housing construction has also been utilized in abroad in recent years within the scope of Türkiye's foreign aid/grant programmes, and TOKİ projects have been successfully implemented in various countries that have experienced disasters.
